David Barrosse

Founder & CEO

David Barrosse is the founder and CEO of Capstone. He is an expert on financial regulation with over 20 years of experience advising investors. David spent the first half of his career in various roles in the capital markets division of both Merrill Lynch and JP Morgan. His last role at JP Morgan was as co-head of equity derivatives sales and trading for the Asia Pacific region. In 2003, David became a senior advisor to the Presidential Campaign of General Wes Clark and later served as a consultant to several senior Members of Congress, including to the Chairman of the Senate Finance Committee, the Chair of the Senate Agriculture Committee and the Chairman of the House Financial Services Committee’s Capital Markets Subcommittee. David is a fellow at the Bipartisan Policy Center, focusing on capital markets competitiveness and financial regulation.
