Michael Casey

Senior Adviser

Michael Casey is a recognized leader in US national security with deep insight into national security policy development, risk management and strategic planning. He has served as a senior leader in both the executive branch and Congress, working on the most sensitive and impactful issues affecting US national security. Mike has advised senior leaders across the government. He has extensive experience working at the intersection of government and the private sector, particularly emerging technology. 

Mike served as the Senate-confirmed director of the National Counterintelligence and Security Center (NCSC) in the intelligence community. In that role, he served as the nation’s chief counterintelligence officer and senior adviser on counterintelligence and security to the director of national intelligence as well as leading and coordinating counterintelligence activities across the intelligence community and the broader US government. He also led US government efforts to engage and educate the private sector on counterintelligence risks, improving information sharing to better protect the US innovation economy. 

From 2016 to 2023, Mike served as the staff director of the Senate Select Committee on Intelligence for Senator Mark R. Warner (D-VA). He was responsible for building a legislative strategy to ensure the passage of the Intelligence Authorization Act every year, served as the senior-most policy adviser to the chairman, and played a key role as part of the most sensitive channel for collaboration between the Congress and the executive branch, the Gang of 8. 

Prior to 2016, Mike served as the policy lead for the ranking member of the US House Armed Services Committee, Representative Adam Smith (D-WA). In total, he spent over nine years with the committee, responsible for overseeing Defense Department (DOD) operations in the Middle East and Central Asia, driving key legislative accomplishments, and producing large parts of nine National Defense Authorization Acts.  

Mike is currently a senior adviser (non-resident) at the Center for Strategic and International Studies (CSIS) and is a member of the advisory board to the NSF SECURE Center. Representative Smith recently appointed Mike as a commissioner on the Commission on the National Defense Strategy. Mike was also appointed to be a commissioner on the Commission on Reform and Modernization of the Department of State by Senate Minority Leader Schumer.  

Mike received an MA in National Security Studies from Georgetown University and BAs from the University of Kentucky in Political Science and History.
