Joy joined Capstone in 2024 as the Vice President of Human Resources. Prior to joining Capstone, she was a Human Resources Officer at the National Geospatial-Intelligence Agency (NGA), a US Department of Defense combat support agency that provides decisive advantage to policymakers, military service members, intelligence professionals, and first responders. At NGA, she was an integral member of the talent acquisition team, responsible for attracting and developing a highly skilled, diverse, and inclusive workforce. Joy is an Army veteran with 30 years of experience working in the defense and private sectors, leading people in the national security and human resources arenas. She lives in Virginia with her husband.
