Andrew joined Capstone in 2024 as an Analyst on the Energy and Trade teams, covering the Inflation Reduction Act manufacturing and clean electricity tax credits, renewable energy certificates, and tariff policies. Prior to joining Capstone, he worked at the US Department of the Treasury’s Office of Trade and Investment Policy, where he covered Inflation Reduction Act implementation, US-EU trade, steel and aluminum trade, and US-China trade. Andrew also has experience at the US Department of Commerce’s International Trade Administration.
Andrew graduated from Harvard University with a bachelor’s degree in government and a minor in economics and French. Originally hailing from Boston, Andrew now lives in Washington, DC.
