Shawn G. Turskey brings a unique combination of operational cyber expertise, deep access across the US intelligence and defense communities, signals and cyber technical acumen, and firsthand experience scaling security inside global technology companies. Over a 35-year career at the National Security Agency (NSA), he rose to serve as Executive Director of US Cyber Command—its highest-ranking civilian and third in command. 

At NSA and US Cyber Command, Shawn operated at the critical intersection of cyber offense, defense, and policy, shaping intelligence collection efforts, directing complex offensive and defensive operations, and building the technical capabilities behind them. His work spanned cyber tool development, network operations, adversary attribution, and integrated defensive missions across Red, Blue, and Hunt. 

His tenure at US Cyber Command coincided with the organization’s shift from building capacity to delivering operational capability. He helped drive the certification, training, and exercise enterprise supporting more than 6,000 cyber operators. He also worked across the US Department of Defense, interagency, and industry to establish how the command defined requirements, acquired capability, and fielded it. He later served as NSA’s Senior Representative to the US Department of Homeland Security, building operational ties across the breadth of the department — the Cybersecurity and Infrastructure Security Agency (CISA); US Secret Service; US Customs and Border Protection Intelligence and Analysis; and US Coast Guard. 

In the private sector, Shawn directed investigations, intelligence, insider risk, and security programs at Meta Platforms Inc. and Snap Inc. At Snap, his responsibilities included building a threat intelligence program focused on reducing severe online harms. 

Today, as Managing Member of Bald Eagle Vantage Advisors LLC, Shawn applies that dual-sector expertise to help clients build and assess technical capabilities, guide go-to-market strategy, and establish credibility with government and commercial buyers. He advises investors and management teams on cyber and intelligence market entry, the decentralized DOD and intelligence community cyber acquisition landscape, and the technical evaluation of cyber, SIGINT-adjacent, and dual-use technologies.
