David Barrosse is the founder and CEO of Capstone LLC, the largest policy-focused consulting firm specializing in highly regulated industries. Capstone helps the world’s largest companies and most influential investors predict policy, quantify the impact of that policy, and create revenue-driving strategies that unearth novel opportunities and avoid hidden risk. Capstone was established in 2010. Today the company has offices in Washington DC, London, Houston, and Paris.
Before founding Capstone, David was the co-founder of The Ashmead Group, a large political consulting firm, where he advised several senior members of Congress, including the chairman of the Senate Finance Committee, the chair of the Senate Agriculture Committee, and the chairman of the House Financial Services Committee’s Capital Markets Subcommittee. Before Ashmead, David had a long career in capital markets focusing on Asia-ex Japan equities, including serving as co-head of Asian equity derivatives at J.P. Morgan. He started his career working for Merrill Lynch in Hong Kong. David serves on the Board of Trustees at Meridian International Center a non-partisan nonprofit that strengthens engagement between the United States and the world through diplomacy, leadership, and culture.
David is an avid fly-fisherman but doesn’t get to do it as often as he would like.
